The Perils and Progress of Regency Roads

In the early 1800s, most English roads were little more than rutted tracks in dry weather and impassable quagmires after heavy rain. Roads were often described as despicable places where fresh gravel or deep mud left horses so exhausted they could not pull their load.
Roadway transformations

Engineers Thomas Telford and John McAdam transformed British roads. Telford focused on improving steep gradients and poor drainage. McAdam revolutionized the road surface with the “macadamized” surface.

Instead of raw dirt and loose stones, McAdam covered roads with crushed stone bound with gravel on a firm base of large stones that compacted into a hard, water-resistant crust. He added a camber, making the road slightly convex, ensuring rainwater rapidly drained off the road rather than penetrate and damage the road’s foundations. This new surface could support heavier loads. This breakthrough also allowed for smaller wheels, lighter carriages, and improved suspension, which contributed to the unprecedented speed of the Royal Mail.
Turnpikes and Taxes

A complicated and controversial system of Turnpike Trusts managed funding for road improvements. By the start of the 1800s, over one thousand trusts oversaw about 2500 miles of roadway.
Parliament gave the Trusts authority to collect tolls from passing vehicles. These trusts drew criticism because little of the revenue they generated found its way into road maintenance. (And who among us is surprised to hear this?)
Exemptions granted to the Royal Mail also caused conflict. Mail coaches were allowed to use these roads for free. Ordinary stagecoaches and private carriages paid tolls.
Stagecoach operators argued that mileage tolls calculated on a coach’s seating capacity, not how many passengers were on board, were unfair. By 1830, coach proprietors were paying over £8,000 annually in tolls and nearly £15,000 in further government duties. When an expert coach driver only made £30-£50 a year, these were serious burdens.
Traffic accidents
Road accidents were a constant hazard. Coaches were top-heavy, with luggage and “outside” passengers on the roof. Overloaded vehicles were prone to overturn when driven recklessly, too fast, or when they hit minor obstacles like dirt on the road.
Those riding on top were often thrown from the roof during a crash and risked death from trampling by panicked horses. Those trapped inside might be maimed by splintering wood or shards of glass. In winter, the dangers grew as passengers on the exposed outside seats occasionally froze to death during long journeys. Gotta admit that was one risk I had never really considered before.
Highwaymen
Despite the dangers and high costs, the volume of traffic on Regency roads was staggering. Three thousand coaches were in operation by 1836. Half of those passed through London daily.
Traffic was a mix of heavy, slow long wagons, fast-moving public transport, and private vehicles of every make, size, and speed. In London, frequent traffic jams piled up, especially around major coaching hubs and steep, narrow road bottlenecks.
Roadway crime was a constant danger. Masked highwaymen terrorized the unpoliced roads. Armed guards and increased road speeds eventually made highway robbery too risky for most, but other forms of crime emerged. Professional informers haunted the turnpike gates, seeking to profit by reporting coachmen for minor regulatory infractions like carrying a single extra passenger or piling luggage too high on the roof. Not at all reminiscent of red-light cameras. Nope, not at all.
There are definitely moments where it seems the more things change, the more they stay the same.
